DeCA software for gestorías and carriers
From 5 October 2026 the control document for interior road transport in Spain must be digital, and there is no grace phase after that date. Mudravia is the console where your gestoría prepares the DeCA for the whole client book: upload the consignment note, AI extracts the data, your team reviews and approves, and the driver receives the DeCA with its QR code on their phone before the run starts.
Mudravia prepares your documents. It does not file them. It does not act before any authority on your behalf. What gets submitted, and by whom, stays the call of the gestoría and the carrier.

Upload the consignment note as a PDF, a scan or a photo from the phone, or push it from your TMS or ERP over the REST API or as an MCP tool.
AI extraction with a review queue
The AI reads every field and scores it; anything below the 85 % confidence threshold goes to your team's review queue.
Human review, recorded
A person at the gestoría corrects and approves, and every correction is recorded with who made it and when.
DeCA as a native PDF with a QR
Mudravia generates the DeCA as a native PDF with its QR code and a unique HTTPS address that downloads without a username or password.
The driver carries it on the phone
The driver app stores the DeCA and shows the QR even without coverage; a printed copy bearing the QR works just as well.
Kept one year, per carrier
Every document is kept for at least one year in the carrier's workspace, with its audit trail, and can be exported.
For gestorías
Multi-client DeCA: the problem is volume, not difficulty
A single DeCA is not hard. The problem is how many there are. A gestoría with 40 carriers in its book, each running around 30 expediciones a month, has to prepare roughly 1,200 DeCAs a month from 5 October. Typing them one by one does not fit in an office day.
The gestoría console is built for that. Each client has its own workspace, with its vehicles and plates loaded once from the client book as a CSV. Your team acts on behalf of each carrier from a single panel, and each workspace keeps its own audit trail, which is yours and can be exported: for the carrier, for the shipper or for an inspection.
What the rule requires
Five technical requirements, and one that rules out the scan
The detail is in the Resolución of 5 June 2026 (BOE-A-2026-12784). In short:
- A PDF generated natively from the data. A scan or a photo of the paper document is not valid as the DeCA.Resolución, section Segundo.1 and 2.
- At most 5 MB.Resolución, section Segundo.1.
- A QR code inside the PDF itself pointing to the document's unique web address.Resolución, section Segundo.3.
- A direct-download https URL that asks for no username, password or intermediate click.Resolución, section Tercero.
- Created before the service actually starts, with creation and modification timestamps in the PDF metadata.Resolución of 5 June 2026.
- Kept for at least one year by the contractual shipper and by the actual carrier; download may be switched off seven calendar days after the service ends, but the file is retained.Resolución, sections Segundo.4 and Tercero.5.
Mudravia produces exactly that. The scan or photo you upload is only the input the data is read from; the DeCA that comes out is always a native PDF generated from the data, never a repackaged scan. Sources: the Ministry of Transport's DeCA FAQ and BOE-A-2026-12784.

For the founding cohort of gestorías: no base fee for the first six months, EUR 12–15 per month per managed carrier, and the first three clients free to test the flow on real cases. The gestoría sets its own price to its clients.

What gestorías ask before choosing DeCA software
What is the DeCA?
The DeCA is Spain's long-standing road-freight control document — the one in Orden FOM/2861/2012 — in electronic form. It travels with each consignment of public road freight inside Spain so inspectors can check the service data. It is not a contract: the consignment note and the CMR remain separate documents.

From when must it be digital?
From 05/10/2026. Ley 9/2025 set ten months from its entry into force (05/12/2025). The Ministry confirms there is no later grace phase: the ten months already running are the transition.

What must the file look like?
A native PDF of at most 5 MB, generated from structured data (scanning or photographing paper is not valid), with creation and modification timestamps in the metadata and a QR code printed in the PDF itself pointing to the document's unique URL. The URL must be https (TLS 1.2 or higher), must download the PDF directly, and must not ask for a username, password or any intermediate click. Any domain will do; it no longer has to be notified to the Ministry.

Does it have to be signed? Do I need a digital certificate?
No and no. Signing is voluntary. If you choose to sign, the minimum is an advanced electronic signature (AdES), which OTP or biometric methods give without a certificate. No inspector can require a signature or a time-stamp for the document to be valid.

How long must it be kept, and by whom?
At least one year, by both the contractual shipper and the actual carrier. Download via the URL may be switched off seven calendar days after the service ends, but the file is retained. If one party generates it, the other must be able to download it within that year.

What does the driver show at a check?
The PDF on a phone or tablet, or a printed copy bearing the QR. The officer scans the QR and downloads the PDF from the URL — which is why the URL cannot ask for credentials. A handwritten note on the printout does not change the document. If data changes en route, either the same PDF is amended (same URL and QR, old data marked invalid) or a new PDF is issued (new URL and QR, old one kept); in both cases the driver must receive the new version.

I handle paperwork for dozens of carriers. How is this organised?
One workspace per carrier, with its customers, vehicles and plates loaded once (CSV import of the client book) and one DeCA per consignment generated from that data. Several consignments may be grouped in one DeCA when the contractual shipper and actual carrier are the same for all and each consignment is identified. Every document is archived for at least a year per carrier, with who generated it and when, and the driver receives it in the app or on paper with the QR.

Who is liable if the gestoría enters the data?
The rule does not know the gestoría: liability stays with the contractual shipper (consignment data) and the actual carrier (vehicle data). That is why the system records who acted on whose behalf and when, and refuses to generate a document with a mandatory item missing.
